NDIS Disability Requirements Explained: Who Can Access Support

The National Disability Insurance Scheme (NDIS) has clear rules to determine who can access its supports. These are called the NDIS disability requirements, and they help ensure that funding goes to people who need lifelong, disability‑specific assistance.

Who Can Meet the Disability Requirements?

To be eligible under the disability criteria, you must show that:

  • Your disability is caused by one or more impairments.
  • The impairment is permanent or likely to be permanent.
  • It significantly reduces your ability to carry out everyday tasks.
  • It affects your capacity to work, study, or participate socially.
  • You will likely need NDIS supports for your lifetime.

These requirements apply to everyone who applies, and they are set out in NDIS legislation.

Why the Disability Requirements Exist

The disability requirements help the NDIS decide who can become a participant. Decisions are based on the evidence you provide — such as medical reports or assessments from your doctor, specialist, or treating professional.

Not every person with disability in Australia will qualify. To join the NDIS, you must meet all three eligibility criteria: age, residency, and disability requirements.

Evidence You’ll Need

Applicants must provide evidence that their disability is linked to one or more impairments, such as:

  • Intellectual
  • Cognitive
  • Neurological
  • Sensory
  • Physical
  • Psychosocial

An impairment is considered a significant change in how your body functions, how your body is structured, or how you think and learn. It doesn’t matter whether the impairment was present from birth, caused by an injury, or developed through a health condition.

The NDIS looks at whether your impairment is permanent, even if its impact varies over time. They also assess how it reduces your functional capacity in areas like:

  • Communication
  • Social interaction
  • Learning
  • Mobility
  • Self‑care
  • Managing daily life

If your impairment substantially limits these activities, you may need disability‑specific supports such as assistive technology, home modifications, or ongoing personal assistance.

Another factor is how your impairment affects your ability to take part in everyday life. This includes working, studying, volunteering, managing money, or joining social and recreational activities. The NDIS considers whether you’ll need support to participate in these areas long‑term.

Finally, the NDIS assesses whether you’ll likely need supports for your lifetime. Even if your needs fluctuate, the scheme looks at your overall circumstances and whether the NDIS is the best way to meet those needs compared to mainstream or community services.

If you meet the age and residency requirements but aren’t sure about the disability criteria, you can contact your local NDIS partner. They can explain whether you may be eligible under the disability requirements, the early intervention requirements, or both. If you don’t qualify, they can still connect you with community supports.

Once the NDIS verifies that you meet the disability requirements and your NDIS plan is finalized, from here, you can either:

  • Work with your Local Area Coordinator (LAC) to understand and manage your plan.
  • Connect with a trusted NDIS service provider who can deliver the supports and help you turn your plan into real outcomes.

By partnering with the right provider, participants can move confidently from eligibility into everyday progress — building independence, community connections, and long‑term wellbeing.
